Inspection Testing and Mill Test Certificates for Steel Orders

Material without paperwork cannot be released into a job, however good the steel is. A quality department that receives plate with no chemical analysis, or line pipe with no hydrostatic record.

Service Inspection and Mill Test Certificates

Material without paperwork cannot be released into a job, however good the steel is. A quality department that receives plate with no chemical analysis, or line pipe with no hydrostatic record, has to quarantine it or retest it at their own cost. Tianyu Metal agrees the test scope and the certificate format at order stage, then issues the certificate against the grade actually supplied rather than promising it after the container sails. Company certifications on file are ISO9001 BV SGS and RoHS.

The Problem

What This Removes From Your Procurement

Material Quarantined at Goods Inward

Steel that arrives without the certificate the quality procedure asks for sits in quarantine earning nothing. Agreeing the certificate format at order stage keeps the material moving straight into the job.

Test Scope Discovered After Production

Tests that have to be arranged during manufacture cannot be added to finished material. Naming the scope at enquiry means hydrostatic X-ray or impact results exist when they are asked for.

Grade Name Without Numbers

A document stating only a grade gives your engineer nothing to verify. Chemical composition and mechanical property values let the specification check be done on paper before the plate is cut.

Coating and Surface Condition Unverified

Zinc coating weight, painted surface and stainless finish such as NO.1 2B BA HL or 8K are all order details that get lost. Surface condition is inspected against the order before packing.

Certificates Arriving After the Cargo

Late paperwork delays clearance and payment against a letter of credit. Releasing the certificate with the shipping documents removes that gap.

Step By Step

How We Run It

  1. Enquiry with the Test Scope Named

Test requirements often sit in a contract annex nobody forwards to the supplier, so the material is produced to a narrower scope than the project will accept. State at enquiry which standard the material is being bought to and which tests the receiving side needs. We confirm which of those are standard for the product and which have to be arranged before production starts.

  2. Quotation with the Certificate Format Fixed

A mill test certificate, an EN 10204 3.1 certificate and a works test report are not the same document, and finding out at delivery which one you were given is too late. The quotation names the certificate format. Plate coil and bar are supplied with a mill test certificate. Welded and galvanized welded pipe are certified to EN 10204 3.1, and ERW and LSAW line pipe to EN 10204 3.1Ba.

  3. Order Confirmation and Heat Identity

Traceability breaks when material is picked by size and the heat identity is lost somewhere between the yard and the cutting table. The confirmed order carries grade, standard, delivery condition and dimensions, and the heat identity stays with the material through picking and processing so the certificate matches the steel in the bundle.

  4. Mechanical and Chemical Testing

A certificate that lists only a grade name proves nothing. The receiving engineer needs the numbers to compare against the specification. Testing covers chemical component analysis and mechanical properties for ultimate tensile strength, yield strength and elongation, with metallographic testing where the product calls for it, so the values can be checked line by line against the standard.

  5. Technical and Dimensional Testing on Pipe

Pipe that passes a chemical analysis can still fail in service through a weld defect or a dimensional error that no chemistry report would reveal. Pipe testing adds flattening, bending, blow and impact tests, exterior size inspection and hydrostatic test, with X-ray test on LSAW and SSAW pipe and Charpy V impact where the order specifies it.

  6. Pre Packing Inspection

Damage and dimensional errors found after packing are found by the customer, not by the supplier, and by then the freight has already been paid. Before packing, cut panel dimensions are verified against the cutting list, thickness is checked against the ordered range and the surface condition is inspected against the ordered natural painted or coated finish. Where your contract calls for an independent inspector we make the material available before it is closed up.

  7. Certificate Release with the Shipping Documents

Certificates that follow weeks after the cargo hold up customs clearance and leave goods inward holding material it cannot book in. The certificate and the test report are released together with the packing list and the shipping documents. Scanned copies go out by email as soon as they are issued so your quality file is complete before the vessel arrives.

Deliverables

What You Receive

  • Mill test certificate issued against the ordered grade with chemical composition and mechanical properties
  • EN 10204 3.1 or 3.1Ba certificate on the pipe products supplied to that format
  • Test report covering the technical tests carried out such as flattening bending impact hydrostatic and X-ray
  • Dimensional check of cut parts against the cutting list before packing
  • Copies of the ISO9001 BV SGS and RoHS certifications on request
  • Photographs of the material and markings taken before loading
Who It Is For

Buyers Who Ask For This

  • Quality departments that cannot release material into production without documented chemistry and mechanical values
  • Pipeline and wellsite buyers needing hydrostatic and X-ray results in the pipeline file
  • Shipyard and structural buyers working to a class or project specification with a named test list
  • Importers whose customs clearance or letter of credit depends on the certificate arriving with the documents
  • EPC procurement teams collecting traceability records across several material lines
  • Distributors who have to pass the certificate on to their own customers unchanged

Questions Buyers Ask

Inspection and Mill Test Certificates FAQ

Which certificate comes with plate and coil orders?

Plate coil bar and tool steel are supplied with a mill test certificate issued against the ordered grade. Ask for the mill test certificate at order stage so the format is agreed and nothing has to be reissued later.

Do pipe orders carry an EN 10204 certificate?

Yes. Galvanized welded round square and rectangle pipe are certified to EN 10204 3.1, and ERW and LSAW line pipe to EN 10204 3.1Ba. SSAW pipe is certified against EN10217 EN10219 API 5L PSL1 and PSL2 or API 5CT depending on what the order is written to.

What tests are run on welded and line pipe?

Chemical component analysis, mechanical properties for ultimate tensile strength yield strength and elongation, technical properties covering flattening bending blow and impact, exterior size inspection and hydrostatic test. LSAW and SSAW pipe also carry an X-ray test, and SSAW adds metallographic and Charpy V impact testing.

Which company certifications can you provide copies of?

ISO9001 BV SGS and RoHS. API 5L is held for line pipe. Copies are released on request, and no certification beyond those is claimed on any order.

Can our own inspector or a third party see the material before it ships?

Yes. Tell us at order stage that an inspection is planned and we make the material available before packing is closed, so dimensions markings and surface condition can be verified while something can still be changed.

When do we receive the certificate?

The certificate and test report are released with the packing list and shipping documents, and scanned copies go out by email as soon as they are issued rather than after the cargo has arrived.
