Why Ratchet tie down is not popular used in China?

Ratchet tie down or latching straps, are fasteners used to hold down cargo or equipment during transport. They have to be manufactured according to DIN EN 12195-2 in all CEN countries since 01/05/2001. Then shipper, vehicle owner and driver must adhere to road traffic regulations, applicable standards and guidelines, because this is law EN12185-1:2003. 

Ratchet tie down is usually have three parts. One is webbing, made of 100% high tenacity polyster, same as the material of soft webbing sling, touch as smooth and strong. 1. there is no law to regular you must use the ratchet tie down on the truck or ship. It’s just one of your better choice.
2. Ratchet tie down is little expensive on the market.
