The cost of an undersized chamber is not money, it is a queue. When a load does not fit, someone waits for a second cycle, and that wait always lands on the busiest afternoon rather than the quiet morning.
So the question is not how many chairs you have. It is how many instruments come back at once when the practice is running flat out.
What Fits In A Chamber
Chamber volume is not usable volume. Instruments sit on trays, trays sit in a carrier, and the carrier has a tray count. A Novo Pro 23L carrier takes up to five trays, or three when they are rotated 90 degrees for taller loads.
Wrapped packs take more room than loose instruments and need air space around them for steam to circulate. Packing a chamber to the walls does not increase throughput, it produces damp loads that have to be run again.
The Range And Where Each Size Lands
Joident builds Novo Pro chambers from 8 L to 45 L on the same Class B platform, so moving up a size changes capacity rather than capability.
As a starting point rather than a rule: a single treatment room or a studio usually sits at the small end of the range, a general practice with several chairs in the middle, and a practice running surgical packs or a hospital department at the top.

Two Small Machines Or One Large One
Two smaller chambers give you redundancy - if one is down the practice keeps running - and let you run a short cycle for something urgent while a long cycle is going.
One larger chamber uses less bench, costs less to buy than two machines, and handles a full surgical pack that a smaller chamber physically cannot. Most practices with a predictable schedule take the single larger machine.
What Else Changes With Size
Larger chambers draw more power and use more water per cycle, so check the electrical supply before you order. Novo Pro sterilizers run on single phase 200-240 Vac at 50/60 Hz and a 23 L model draws 2700 W with a 16 A fuse.
Bench depth matters as much as width. A 23 L model measures 685 by 438 by 405 mm, and the door needs clearance in front of it, not just the cabinet.
