Do I need the L or the R model?
Use the L pattern for linear stem actuators on globe and diaphragm valves, and the R pattern for quarter turn rotary actuators on ball and butterfly valves.
Will a positioner solve a valve that sticks then jumps?
Usually yes. A positioner closes the position loop at the valve, so it keeps increasing air until the stem actually reaches the demanded position rather than just setting a pressure.
