Seed content is usually treated as a price lever. It is really an appearance decision, and getting it wrong is one of the commonest reasons a kimchi or a chili oil stops looking like the sample.

What seeds do to the appearance
Seeds are pale. The more of them in the cut, the lighter and more speckled the finished paste or oil looks, even when the ASTA figure of the flesh has not moved. A recipe built on 30 percent seed will not look the same at 40 percent, and a buyer who switched for price often reports it as a colour complaint.
For sweet paprika used in meat, seedless is the usual choice precisely because the flecks have to be uniformly red.
What seeds do to texture and flavour
Seeds add crunch and a slightly bitter note when toasted. In chili oil that is often wanted. In a smooth sauce it is not. In kimchi it is a regional preference rather than a universal one.
Setting it on the contract
Put the seed percentage on the purchase specification next to the ASTA and the SHU figures. If you want a figure other than 25, 30 or 40 percent, say so at quotation; the cut is set before the lot is made, not after.
