Is the driver included?
It can be supplied either way. Fixtures are available with the driver fitted, or without a driver when the project uses centralised drivers in a panel.
Is IP67 enough for paving that floods in heavy rain?
IP67 covers temporary immersion, which is the condition recessed fixtures see in paving after rain. For fixtures permanently under water, use an underwater luminaire instead.
