Enamelled wire is insulated by a thin baked coating rather than a sleeve, which is what lets thousands of turns fit into a slot. Everything depends on that coating surviving the winding machine: if it scrapes off against a guide or a sharp former edge, the coil shorts and the fault only appears at test. Wire is specified by conductor diameter, enamel grade and thermal class, and those three have to stay the same batch after batch or the winding process needs retuning each time.
