Character stationery has to pass two tests at once. It must be a usable pen or ruler, and it must be the character clearly enough that a child picks it over a plain one.

A ruler still has to measure and a pen still has to write. The moulded part is designed around the function, not bolted onto it.

Detail and relief depth are adjusted for small parts so a face still reads at pen-topper size.

Material is declared lead, cadmium and nickel free to European and USA standards, which matters for items handled by children.
