Who owns the tooling?

Tooling ownership is agreed in writing before development starts.

Buyer-specified designs are treated as the buyer's. Confirm the exclusivity terms in the contract.

What is the development timeline?

It depends on the product. The sample stage is quoted with a date when the drawing is reviewed.
