Choose the wheel for the floor, not for the price. Mold-on-rubber rolls quietly and does not mark a sealed floor, which is why it suits food and pharmaceutical areas. Steel is for rough or debris-strewn concrete where a soft tread would be cut up.
Poly-on-steel sits between the two: a hard polyurethane tread on a steel centre, which rolls with less effort than solid steel and survives more abuse than rubber. Phenolic is the choice where the floor may be wet with solvent or oil that would attack a rubber tread.
