The problem
Standard aerators have flats on the shell so they can be gripped and turned. In a school, a station or a public toilet block, that is an invitation — and every missing aerator is a splashing tap and a flow rate nobody is controlling any more.
How it is done

Specify a hidden shell. The hidden male M24 body sits flush inside the spout with nothing to grip, and the hidden basin mixer body is built on a 21.5*1 female thread for maximum lime resistance, cleaning without disassembly.

Or specify a vandal shell. The tamper and vandal resistant body on F22*1 takes cores at 2L, 4L, 6L, 8L and 9L, and the M24*1 male vandal-proof version offers an aerated flow with interchangeable cores.

Order the keys with them. The service key covers M22x1 or regular female, M24x1 or regular male with side flats, and M28x1 — without it, your own maintenance team cannot service the fitting either.

Consider removing the handle from the equation entirely with a one-touch aerator: one touch on, one touch off, or self-closing in 2 to 20 seconds.
Hold a stock of service keys separate from the site toolbox. The most common failure in a tamper-resistant programme is that the keys are lost before the first service visit.
