A hotel bathroom has a problem no domestic bathroom has: the person using the water is not the person paying for it. Nothing in the guest's behaviour will change, so the saving has to be engineered into the hardware and left there.

Two parts do most of the work. A constant-flow aerator on the basin holds its rate as the building's pressure swings between a quiet afternoon and a 7am peak — the documented body in this range is rated 8-9 L/min from 150 to 550 kPa. At the shower, a non-aerating turbo massage head loses less heat between the plate and the guest, so the saving lands on the gas bill as well as the water bill.

The third part is the one that gets forgotten. Hoses and mounts fail before heads do, and a maintenance team that has to source them separately will fit whatever the local merchant stocks, which is how a floor ends up with four different chrome finishes. Ordering the handset, hose and bracket from one range keeps that from happening.
