Certification applies to a specific model in a specific configuration for a specific market, not to a manufacturer in general. A published certificate pack invites buyers to quote an approval that does not cover the unit they are actually ordering. Datasheets have the same problem in a milder form - published files fall behind production revisions.
So we issue documents against a model and a destination, same working day, and you get a version you can put in front of an authority having jurisdiction without qualification. CAD and internal drawings are shared on request under the same principle rather than published.
