Beam seating is bought by the row, not by the chair. A steel tube beam carries foam or moulded seats at fixed spacing, so a waiting hall can be laid out to a drawing and bolted down. Public-area seating gets abused, so the beam and the leg tube matter far more than the upholstery: they are what keeps the row square after a few years of people sitting on the arms.
