The 33kV drop out fuse does the same job as its 11kV counterpart at the higher distribution class: it clears a downstream fault and leaves a visible open carrier. At 33kV the creepage requirement is longer, which is exactly where a hydrophobic silicone surface earns its place - more surface to keep dry means more surface for a wet pollution film to bridge.
