What each format protects against, what it costs you, and when to supply both.
They Fail In Different Ways
A pouch protects against abrasion and dust. A hard case protects against crushing. Those are different risks, and the one your customer faces depends entirely on where the glasses travel. A pouch in a handbag is adequate; the same pouch in a packed suitcase is not.
The Case That Gets Carried Is The One That Works
A hard case left at home protects nothing. This is the strongest practical argument for the pouch: it is light enough that the customer keeps it in the bag. If you supply only a hard case, a significant share of your customers will carry their glasses loose within a month.

The Middle Option
A PU pouch over a plastic clamshell gets most of the crush resistance of a hard case at close to pouch weight. It is roughly twice the depth of a flat pouch, which is the cost. For a single dispensed case that has to cover both risks, this is usually the right answer.

When To Supply Both
Customers with more than one pair need both: a multi-slot hard case for travel and a pouch for daily carry. Selling them as a set also solves an accessory range problem, because the two items can be approved in one finish.

Cost And Minimums
Travel cases start at a 200 pcs minimum and pouches at 500 pcs. The pouch is cheaper per unit but the higher minimum means a first branded run is a similar commitment either way. Most brands start with the pouch because it goes out with every frame.

Should we supply a hard case with every frame?
Only if the frames justify it commercially. In practice a pouch that gets carried protects more glasses than a hard case that stays at home.
What is the minimum order on each?
200 pcs on travel cases, 500 pcs on pouches.
Is a padded pouch a substitute for a hard case?
For knocks, largely yes. For a direct crush in luggage, no. A down-filled pouch cushions; it does not resist compression.
