All three are workable starting points, and the development route is the same: agree what the item has to do, quote against a specification rather than a picture, produce a counter sample, and only then talk about bulk.
The Process Step By Step
Brief
You send a drawing, a sample or a reference photograph, with the target price and the market it sells into.
Specification
We write the specification: material, dimensions, hardware, construction, packing. This is what gets quoted, not the picture.
Counter sample
We produce a physical sample against that specification and send it with a photographic record of what we changed and why.
Approval
You approve or comment. Approved samples are sealed and retained, and become the reference for every future order.
Production
Bulk runs against the sealed sample with reporting at cutting, first output and packing.

Yes, provided the item is not protected by a design right or patent in your market. We will build to the function and construction; we will not copy a protected design or a third party trademark.
It depends entirely on whether tooling is needed. A colour and packing change on an existing item is fast. A new mould is a different conversation and we will give you the real timeline, not an optimistic one.
Whatever is agreed in writing before it is cut. If you pay for the tool, say so at the start and it is recorded.
